~において
in / at (formal)
~において is a formal way to mark the place, time, or situation in which something happens. It attaches to a noun and maps to English “in”, “at”, or “on the occasion of”.
In everyday conversation the same idea is usually expressed with the particle で; ~において belongs to speeches, announcements, and written Japanese. When modifying a noun it takes the form ~における (日本における生活 = life in Japan).
Marking a formal place or occasion
The noun before において is the setting, a venue, a region, a field, or a point in time.
会議において発表する。
“I will present at the meeting.”

How to form it
Noun + において(は) / Noun + における + Noun
- 会議(かいぎ)= meeting → 会議において(かいぎにおいて)= at the meeting
- 東京(とうきょう)= Tokyo → 東京において(とうきょうにおいて)= in Tokyo
- 日本(にほん)= Japan → 日本における教育(にほんにおけるきょういく)= education in Japan
